Basic steps I encountered.
1. Download Special Repair Tool For SC7731C don't use other RD tool flasher
2. Load a PAC ROM to flasher tool, wait to load 100%.
3. Connect power off the phone to USB while holding boot volume down then hit play button to start the download.
4. While flashing ROM,There is error appear that "reconnect phone", again repeat step 3 and so on..
( In my encountered flashing this Pac using Special Repair Tool,  I repeated step #3 four times and lucky it completed 100%)
5. If still stop or hang on flashing in "system>img" message time-out, Try to flash this PAC to CM2spd paid tool  to continue flashed 100%
